NEW OPTION ANNOUNCED, OPTION 1A




Dear Naperville Gardener,

After conducting three Community Engagement Meetings, reviewing the feedback
given in a survey of 2008 Garden Plots program participants, and seeing the
comments submitted on the four options that address additional athletic field
space needs, the Naperville Park District and School District 203 are
introducing a fifth option for consideration.

Labeled "Option 1A," it proposes the creation of fields in the southern portion
of the current Garden Plots site as opposed to in the north in Option 1.  It
also provides for an estimated 146 more garden plots to remain at the West
Street location than Option 1, potentially resulting in a total of 478 plots.
This could mean that 81% of the total plots currently available would remain at
West Street.


Based on results from the recent Garden Plots survey this option would seem to
satisfy a majority of the respondents with 89% of those who responded indicating
that they would continue participating in the gardening program if their plot
was relocated to another plot within the West Street location.   Additional
survey feedback showed that a minimum of 304 plots would need to remain at the
West Street location in order to provide one plot for each household that said
they would not relocate to another Garden Plots location other than West Street.

If selected, Option 1A would reduce the number of athletic fields proposed at
the site from two-and-a-half to two, and the garden plots located in the
northern section of West Street would not be impacted. Of the 216 plots
currently in the southern location, 115 would be relocated to the northern area
of the property, while the remaining displaced plots would be relocated to
either DuPage River Park or Southwest Community Park.  Additional plots would be
added to this new location to accommodate the interest indicated by potential
gardeners who live in south Naperville, as indicated in the recent Garden Plots
survey and through community feedback.

This new option will be presented to the School District 203 Board and the Park
District Board for review in addition to the other options, survey results, and

Next Steps in the process
- Following the community engagement meetings, School District 203 and the Naperville Park
District will work cooperatively to compile community feedback
- The Naperville Park District will conduct a survey of Garden Plots participants and
subsequently analyze the data received.  Surveys are scheduled to be distributed to gardeners within the next week.
- Both School District 203 and the Park District will engage their respective boards to come to a
decision of what course of action to take. These boards will make the determination whether
or not any recommendations will be made to City Council for their consideration and action

Community Engagement Meetings regarding Garden Plots property on West Street
Naperville Community Unit School District 203 and the Naperville Park District will be hosting three community engagement meetings to gather public feedback on site concepts for the proposed future use of the Garden Plots property along West Street. As we realize these discussions involve several different community stakeholders including Park District participants, Garden Plots users, high school athletes, and many others, we encourage the involvement of as many people as possible.

Each of the three meetings will be identical in format, with staff from both School District 203 and the Naperville Park District in attendance. Attendees can expect an open house format beginning with a brief overview presentation to outline the issues, concept drawings displayed, options outlined, and participant feedback taken for further consideration.

Dear Naperville Gardener,

The purpose of this email is to provide you with an update regarding the Community Garden Plots.  Both the Park District and School District 203 continue to identify options that will be considered as we work through the upcoming public input process.  In early concepts presented during the Caroline Martin Mitchell study DuPage River Park was identified as a potential site for future garden plots.  Copies of the initial concept plans may be viewed on the Park District website under the garden plots link.  In addition to DuPage River Park the Park District has also identified an undeveloped park site located near the corner of 248th Street and Wolfs Crossing Road as another potential site for future garden plots.  The undeveloped park is called Southwest Community Park and consists of over 30 acres of land that is currently being farmed.  The Southwest Community Park site will be evaluated further as we work through the public input process.


Naperville Park District and School District 203 staff met on Monday, October 14th to continue discussions related to the development of future community engagement meetings.  The community engagement meetings are tentatively scheduled to take place in late October and early November.  Meeting dates and times will be communicated to all gardeners next week. 


The Park District is also developing a garden plots survey that will be mailed to gardeners within the next two weeks.  Park District staff are scheduled to meet with representatives from the gardening community early next week to review the survey questions.

 Park District wants gardeners' opinions

On behalf of the Naperville Park District, I wish to address the opinions expressed in the Sept. 16 editorial regarding the garden plots in light of the Caroline Martin Mitchell property discussions.

No decisions of any kind have been made to impact the current garden plots site and only initial concepts have been presented. So far, there have been discussions between the Park District and School District 203, community meetings to gather input from residents, and a recommendation that further public input is sought.

There will be a number of forthcoming public input opportunities for gardeners and residents to voice their opinions, and I encourage all with an interest in this topic to be active participants. Ultimately, any decisions regarding changes to the property would need the approval of the City Council.

The Park District fully understands the importance of the garden plots to the community and we appreciate the long-standing tradition of gardeners who have farmed that land for many years. We certainly would not seek to make changes to the detriment of a program that has proven to be successful.
As for the assertion that "the Park District doesn't do much for older adults," I have to challenge that, but I first want to make it clear that gardening isn't just for seniors. Garden plot users include individuals of all ages, families, children and community groups. We appreciate that our active adults and seniors are garden plot users, but they don't represent the demographics as a whole.
Each season, the Park District offers a wide variety of programs for our active adults and seniors. From exercise programs, to computer training, to day and extended trips, the Park District most definitely does address the interests of this increasing demographic. Also, our Alfred Rubin Riverwalk Community Center, which houses most of those programs, hosts several drop-in programs and clubs that offer friendship and enjoyment nearly any day of the week.

Dear Naperville Gardener,

We hope that this letter finds you nearing the end of a very successful 2008 gardening season. The purpose of this letter is to provide you with an update regarding recent discussions to seek community input on the garden plots area. Similar information was also provided in an e-mail to gardeners earlier this week. If you do not have an e-mail address on file with us and would like to be added to our database please contact the Park District at (630) 848-5000.

On September 8, 2008 the Naperville Park District attempted to e-mail garden plot users with information concerning the Park District Board agenda for September 11, 2008
. In addition to the e-mail, several copies of the letter and garden plot FAQ's were also placed at the garden plots in an effort to provide additional communication regarding the agenda items. Unfortunately, the Park District learned that the e-mail, system failed to deliver the notice to recipients within our Garden Plot database. For this we apologize. It is our intent to keep gardeners well informed of public input opportunities concerning the garden plots.

The purpose of the Park District Board discussion at the September 11, 2008 Board meeting was to consider a recent request received from School District 203, which sought the Park District's assistance in soliciting additional community input related to the potential development and future use of the garden plots area. Based upon the direction received from the meeting, the Park District intends to work collaboratively with School District 203 to engage residents and key stakeholders within the garden plot community. The goal will be to hear thoughts and insights from you and your fellow residents to help us understand how we can improve gardening in Naperville
.

It is important to note that no decisions have been made concerning the current Garden Plots site. Initial concepts were presented as part of the Caroline Martin Mitchell study to begin gathering community input regarding these ideas. Any decision to relocate and develop a portion of the garden plots would need the support of the Naperville Community Unit School District 203 Board and Naperville Park District Board of Commissioners. In addition, since the property is owned by the City of Naperville
any changes to the current use of the property also would require approval by City Council. Recommendations to these governing bodies would only take place after the completion of an extensive public input process.
                        
On September 25th representatives from the Park District and School District
203 are scheduled to meet to discuss the implementation of a public process that will explore the Garden Plots area in greater detail. There will be a number of forthcoming public input opportunities for gardeners and residents to voice their opinions, and we encourage all with an interest in this topic to be active participants.

We will keep you informed of public input meetings through the use of the e-mail, database and mailings, and we look forward to your involvement in future public input opportunities.

Dear Naperville Gardener,

In our recent e-mail update sent on September 22nd and the letter mailed on
September 23rd, we informed all gardeners of a scheduled meeting between the Park District and School District 203 representatives on Thursday, September 25, 2008.  The purpose of the meeting was to discuss the next steps related to developing a public input process to gather resident feedback on the Garden Plots area.  During the meeting, we identified the related issues and stakeholders in the process, and discussed opportunities for engaging the public in the evaluation of options that will address the needs of all groups involved. 


School District and Park District representatives intend to meet again in early
October to finalize a schedule for public input sessions.  Additionally, because the Park District is interested in learning more about our Garden Plots users
and their thoughts, we will be conducting a survey of our gardeners as part of
the public input process.  The survey will be mailed to all Garden Plot users
this fall.

The Naperville Park District is committed to keeping you well informed of future public input opportunities and any developments regarding this matter.  We appreciate your interest in the Community Garden Plots and look forward to your  participation in the survey and public meetings.

Dear Naperville Gardener,

This week the Naperville Park District is scheduled to complete a wetland
delineation study of DuPage River Park and the undeveloped area to the west of the southern Community Garden Plots.  The Park District presented these two areas as preliminary concepts for the future development of garden plots during a review of the Caroline Martin Mitchell properties.   Completion of a wetland delineation study was discussed at the June 19, 2008 Caroline Martin Mitchell public meeting and is necessary in order to provide information regarding the locations of any wetland areas at these sites.  The study is being completed prior to the winter months while vegetation is still present, and in advance of future public input sessions to allow for information from the study to be available. 


Completion of the wetland delineation study at these two sites in no way
represents that a decision has been made to relocate the garden plots.  The
study is being completed as part of the process to evaluate the park areas and collect information that can be shared with residents.  As we have stated in previous correspondence to gardeners any recommendation to relocate a portion of the garden plots would only take place after the completion of an extensive public input process.
